Give 'em a white polo.

They do, but from what I've seen so far this season, they are having enough trouble making their own calls correctly.

Is that not what the officials discuss as part of their meeting when they speak to line judges be fore the matches? Don't they go over signs, what to look for, what their responsibilities are?

Honor call would be OK if it was "honored" by all players and coaches. It's not always the players that don't call the touch, their coaches tell them not to make the call.
Also, can someone tell me the reason why a double is a penalty. How does that affect the game. It seems to me it affects the setter's own team, not the opposing team?? I'm confused.[]

It can effect the other team negatively. Imagine a setter squared up, looking like they will pass to their hitter. They then contact evenly with both hands, but release with only the one away from the net, causing the ball to go over the net instead of passing to their teammate. That is very unfair to the opposition.

Your point, however, is fairly valid with regard to first hits. That's part of why doubles are allowed on first hits only. The other reason being it encourages more play, making the game more exciting to watch.

Yes, it is. But that doesn't mean that the kids will actually pay attention to the play. Some are very good, and others are very distracted. You may not have noticed, but more often than not, the player who starts out doing the lines, is not the one who finishes either. Not all players receive the same instruction. No one is at fault for this, it's just the nature of having players (who's first priority is to their team) doing a job that removes them from their normal routine.
